My guess is that it has something to do with the DPI, as the ratio between 72 and 96 is the same as we are seeing in the image size differences. This is effectively displayed as 15.3333px / 22px. It sounds to me like your actual image is 829X243 and you should rescale that to 622X182 if you want it to render correctly in Outlook.
