Go to that registry entry, copy and paste the Value Data field in to Explorer, where it opens the designated temp folder for Outlook attachments. Removing the registry key didn't help, so ultimately I removed the users whole profile and let them do a clean logon. To open the Task Manager, either press Ctrl+Shift+Esc or right click the taskbar and choose "Start Task Manager".
