It takes just 2 minutes to sign up (and it's free!). They cancel out of it and then the file opens. All of the individual suite applications are supported here, so please post your question in the relevant section for help. Every time I open outlook it starts the wizard.

So by setting outlook to "run as an administrator" it requests authorization as soon as the program is initiated and you have to grant authorization.
